The provisions of this Ordinance were submit-

-ted to the District Watchmen Committee and approved by them. They

are endorsed therefore by Chinese opinion.

The smuggling of stowaways on board vessels

trading to Australia has involved the Government of the Common- -wealth in so much trouble that they sent recently a special

officer to investigate the matter here. The Steamship Companies

engaged in the trade have been subjected to very heavy fines for

having Chinese stowaways on board. It is felt that drastic steps

must be taken to protect both these parties from what is organised

smuggling rendered possible by the presence of Chinese crews in

the vessels concerned.

Experience has shewn that much of the serious

crime in the Colony is perpetrated by criminals who disobey orders

of banismment for the purpose and it is desired to endeavour to deter such persons from breaking the orders of banishment.
